Local Ordinances and Code Enforcement
The following are some local laws that residents need to know about. These may differ from other Municipalities.
GARBAGE STORAGE
Receptacles for residential waste or recyclable material, whether containing items or empty,cannot be stored in any outdoor location.
In no event, shall garbage or recyclable material be stored in streets, parkways, or outside of any dwelling.
GARBAGE IN BAGS ONLY:
Garbage must be in disposable bags only (and NOT in cans) at the curb to be picked up by garbage crews.
Garbage in cans will be picked up and not returned.
Special garbage stickers are not needed (garbage pick up is a contracted service paid for through property taxes).
The garbage bag system saves residents money over the use of garbage cans because they are faster for crews to pick up, are safer for crews than heavy cans, and are aesthetically preferable.
Each neighborhood is assigned a garbage day. Please contact our Public Works Department at 630-226-8800 to find out your garbage day.
PLEASE NOTE:
Garbage and recyclable containers may be placed at the curb no earlier than 6:00 p.m. on the day prior to the scheduled pick-up during the period from May 1st through October 31st and no earlier than 3:00 p.m. on the day prior to the scheduled garbage pick-up during the period from November 1st through April 30th.
BOLINGBROOK RECYCLES FOR OVER 13 YEARS:
Put your household recyclables into your blue bin at the curb on your garbage day. Blue bins are available free at Village Hall. Bolingbrook is proud to have had a curbside recycling program since 1989, with a 90% participation rate! The table below shows what you may recycle:
PAPER: newspapers, magazines, telephone books, catalogs, junk mail (brochures, advertisements, fliers, etc.), computer paper, stationery, envelopes, bills, greeting cards and brown paper bags
CARDBOARD (beverage carriers, frozen food packaging, cereal boxes, etc.)
CORRUGATED CARDBOARD (flattened)
GLASS: bottles, jars and containers
PLASTICS: PETE 1, HDPE 2, LDPE 4, and Polystyrene #6
METAL: food and beverage cans
ALUMINUM: cans and containers
EMPTY AEROSOL CANS
YARD WASTE:
Yard waste -- such as fall leaves, weeds or grass clippings -- will be picked up free on garbage days, but the yard waste must be in brown yard waste paper bags because it is recycled. Raking of leaves into the street is prohibited. Christmas trees -- bare and NOT bagged --may also be placed at the curb for free pick-up.
TREE OR SHRUB BRANCH PICK UP:
Branches (3" diameter or less) that are cut to no longer than 4 feet may be tied together in small bundles (of no more than 2 feet wide) and left at the curb on garbage day for free pick up between April 1 and December 15 of each year.
WATER CONSERVATION:
Between May 1 and September 30 of each year, outdoor watering of lawns and landscape sprinkling is restricted to either odd or even days of the calendar month, matching your odd- or even-numbered street address. Sprinkling hours on your days are in the morning, 6-10 a.m., and the evening, 6-10 p.m. Handheld hoses may be used at any time on a reasonable basis to water flowers, trees, gardens and to wash cars. The conservation is precautionary, to ensure that water towers can adequately refill and supply needed water during extremely dry periods. Exceptions are made for newly seeded or sodded lawns, which may be watered for up to eight hours the first day, every day for the next 7 days during the regular watering, and then must follow the odd and even schedule thereafter. For tips on establishing your new lawn, call Public Works at 630-226-8800. And remember: "If the grass looks greener on the other side of the fence, you can bet the water bill is higher."
HOUSE NUMBERS REQUIRED:
Each residence needs to have street numbers posted on it. The numbers must be at least 3" high, and clearly visible from the street. They must be posted on the principal structure itself, preferably close to the main entrance, and not just on a mail box. House numbers help emergency crews and your visitors find you more quickly and easily.
NUMBER OF ANIMALS PERMITTED:
From Municipal Code Chapter 21
Section 2l-l04. NUMBER OF ANIMALS LIMITED. No person shall own or harbor in any residential unit more than three (3) dogs and three (3) cats, provided, however, that such limitations shall not apply for a period of One Hundred Twenty (l20) days from the date of birth of offspring of dogs and/or cats in such dwelling unit. The penalty for violation of this Section 2l-l04 shall be Seventy Five Dollars ($75.00), and each day that such violation shall occur or continue shall constitute a separate offense. OVERNIGHT STREET PARKING:
The Village of Bolingbrook does not allow on-street parking between the hours of 2 a.m. and 6 a.m. The goal is to make your neighborhood as safe as possible. Police patrols can monitor activity and who is coming and going in your neighborhood better without cars parked on the streets overnight. However, the Village understands that you may occasionally have visitors who must park on the street. You must notify the Police Department before 2:00 a.m. in that case of temporary overnight guest parking so those guests will not be ticketed. Please call the non-emergency number, (630) 226-8660 and supply the license plate number, make, model, and color of the vehicle.
NO SIGNS IN PARKWAYS:
Signs are prohibited from being placed in the parkways of front yards (or side yards on corner lots) , to keep our neighborhoods attractive and reduce visual clutter and obstructions along our streets. The ban includes such signs as real estate, garage sale, political signs and others. (Parkways are the strips of property between the sidewalk and curb.) The parkways are technically public property, owned by the Village, although residents are asked to maintain the landscaping in the parkways as they do the rest of their yards. BOAT AND RV PARKING:
Boats and recreational vehicles may not be parked on driveways in front of houses or in side yards facing the street. They may be parked on your lot behind your building line (front of house). They may only be parked on a hard surface, not grass, so may necessitate construction of asphalt, concrete or block pad. This local ordinance helps maintain the aesthetic "curb appeal" of a neighborhood. It also helps eliminate the possibility that large vehicles or boats could block sidewalks. RENTAL INSPECTIONS:
All residential rental properties -- regardless of the type of housing unit, from apartments to townhouses, duplexes, or single-family homes -- must pass inspection by the Code Enforcement division prior to a new tenant moving in. Inspectors check to see that the dwelling is in compliance with all Village building codes so that occupants will be safe. BUILDING PERMITS FOR HOUSEHOLD PROJECTS:
The Building Department will help residents and/or their contractors in planning certain improvements and additions to their properties, so that they will be safe and meet building codes. Building permits are required for many installation/construction projects: including Air Conditioners, Decks, Fences, Garages, Patios, Pools and Spas, Roofing, Room Additions, Satellite Dishes, Sheds, Sidewalks (on private property) and Siding. GARAGE SALE PERMITS:
You must display a Garage Sale permit at the site of the sale. There is no charge. Each household may have a garage sale only two times a year, and each sales event may last only 3 days. Get your permit at Village Hall at the Finance window. The number of sales and sale days was limited after residents complained that some households held too many sales, attracting too much outside traffic to the neighborhood and, in some places, making the neighborhood look like a permanent "flea market." BASKETBALL HOOPS:
Basketball hoops are permitted in residential driveways, but permanently installed posts and hoops must be at least six feet behind the sidewalk (closer to the house). Portable basketball hoops may not be placed on the sidewalk, parkway or in the roadway.
SNOW PLOWING:
Please remove parked cars from streets if 2" of snowfall or more is expected or falling, so plows can clear the streets. Residents are asked to clear the sidewalks along their properties. (State law protects them from an additional liability if they shovel their walks.) The major arterial roads get top priority by plows, followed by main streets, then secondary streets, then side streets, and finally cul de sacs. Factors that will impact how quickly roads are opened and then cleared from curb to curb include the total amount of snowfall, how quickly the snow falls, duration of a snow storm, wind that blows snow back across streets, and icing.
CHRISTMAS LIGHT REMOVAL - ORDINANCE INFORMATION:
"Attention Homeowners!" In accordance with the Municipal Code of the Village of Bolingbrook, holiday decorative lighting shall be permitted to be displayed for a period not to exceed 90 days during the holiday season. All homes currently displaying Christmas decorative lighting should have it REMOVED BY April 1, 2001. For more information, contact the Police Department Code Enforcement Division at 226-8760
ABANDONED VEHICLES:
Section l7-l5l0.
STORAGE OF VEHICLES ON PRIVATE OR PUBLIC PROPERTY. No person shall abandon, park, store, or leave or permit the abandonment, parking, storage, or leaving of any vehicle or part thereof which is unlicensed, has an expired state motor vehicle license, has an expired municipal motor vehicle license, is abandoned, is wrecked, is dismantled or is in an inoperative condition, upon any private property or public property, within the Village of Bolingbrook, for a period in excess of five (5) days, unless such vehicle or part thereof, is completely enclosed within a building in a lawful manner, where it is not plainly visible from the street or other public or private properties, or unless such vehicle is stored or parked in a lawful manner on private property in connection with the business of a licensed dismantler, licensed vehicle dealer or a junk yard. (Ordinance No. 88-46, 07.l2.88)
The Village's Police Department, Department of Public Works & Engineering, or the Code Enforcement division (a part of the Bolingbrook Police Department) enforce these local ordinances to protect and enhance the health, safety and aesthetic value of our neighborhoods. The Code Enforcement division also inspects for violations such as tall grass and weeds, accumulation of debris, peeling paint, or structural surfaces in ill repair.
