Proclamations

Fire Prevention Week – Learn The Sounds Of Fire Safety – Village of Bolingbrook Fire Marshal Brian Gaston accepted the proclamation highlighting this year’s theme promoting fire safety practices which should be practiced by everyone.   

Filipino American History Month – October 2021 – Representatives of the Filipino community accepted the proclamation acknowledging the rich history and service provided by Filipinos in the United States and, in particular, in Bolingbrook.

 

Approval of Bills

Trustees voted to approve bills in the amount of $3,536,217.56. 

 

Motions

Approval of Motion to Approve Lowest Bid from Sewer Assessment Services

Trustees voted to approve the lowest of three bids received, accepting the lowest bid at a cost of $21,980.80.  This bid is for required smoke testing, in order to identify and control inflow and infiltration to the Village owned sanitary system. The results will lead to a list of projects that will need to be completed in order to eliminate inflow and infiltration. 

 

This was approved by the Public Services Committee.

 

Resolutions

Approval of Resolution (21R-063) Approving Homer Tree Care Inc. for Residential Block Tree Trim

Trustees voted to approve the proposal for approximately 4,000 trees that need pruning including thinning and raising of low limbs, removal of dead and diseased trees and weakly attached branches.  This will provide clearance for street lighting, vehicles, pedestrians and walkways.

 

The total cost is not to exceed $225,000 and is the same rate as fiscal year 2021.

Approval of Resolution (21R-064) Approving Replacement of One of Two Mixer Pumps at Plant #3 from Xylem Water Solutions

Trustees voted to approve the purchase of a Mixer Pump.  The existing system has become unserviceable due to age and one of the two mixer pumps that mix two sludge storage tanks at treatment facility plant #3 need to be replaced.

 

The total cost is $60,328.24 which was the lowest of three quotes received by the Village.

 

The Public Services Committee reviewed and recommended approval.

 

Approval of Resolution (21R-065) Approving Purchase from Chris Theilsen Enterprises of a Replacement 20,000 pound Rotary Vehicle Lift Model #SP020

Trustees voted to approve the purchase of a new Vehicle Lift.  The old four post lift at 299 Canterbury Lane, Bay 3, is in need of replacement.  The vehicle will be used for lift and service medium duty trucks.  The new lift will meet required safety standards.

 

This is the lowest of three quotes received by the Village and the total cost is $23,215.00 and includes removal of the old lift.

Approval of Resolution (21R-066) Approving Purchase of One (1) Ford F150 Through the Suburban Purchasing Cooperative Contract #187 (Replacement for Unit Number 415)

Trustees voted to approve the purchase of a replacement vehicle which replaces a 2005 Chevy pickup. The new vehicle will be used by Forestry for storm pick up, resident branch pickup and mutual aid.

 

This is a budgeted item and the total cost is $28,560.00.

Approval of Resolution (21R-067) Approving Purchase of One (1) Ford F250 Pickup with Plow Through the Suburban Purchasing Cooperative Contract #178 (Replacement for Unit Number 334)

Trustees voted to approve the purchase of a replacement vehicle which replaces a 2008 Ford pickup.  The new vehicle will be a ¾ ton pickup with plow and backup camera.  It will be used for forestry and cemetery and for storm damage pickup, pond work and creek damn removals.

 

This is a budgeted item with a total cost of $36,993.00.

Approval of Resolution (21R-068) Approving Purchase of One (1) Ford F250 Pickup with Plow Through the Suburban Purchasing Cooperative Contract #178 (Replacement for Unit 7)

Trustees voted to approve the purchase of a replacement vehicle which replaces a 2008 ford pickup. The new vehicle will be a ¾ ton pickup with 8’6” plow and back up camera.  The vehicle will be used to plow the Town Center parking lot and Police lot.  It will also be used for Town Center event set up and maintenance. 

 

This is a budgeted item with a total cost of $39,233.00

Approval of Resolution (21R-069) Approving the Purchase of a Brine Production System Including an Additional 10,000 Gallon Tank from Dultmeier

Trustees voted to approve the purchase of replacement equipment.  This production system will allow for up to 6,000 gallons of production per hour and includes an additional 10,000 gallon tank.  Brine is a mixture of salt and water used prior to snow events as an anti-icing agent.  The layer of brine assists in the prevention of snow and ice from freezing onto the road. The brine mixture adheres to roadway services better than rock salt crystals which can bounce to the side of the road. This solution will be used on Village streets and at Bolingbrook Clow International airport.

 

This was the lowest proposal received and is a budgeted item at a total cost of $64,264.00.

Approval of Resolution (21R-070) Approving Agreement Between the Property Registration Champions, LLC, DBA ProChamps

Trustees voted to approve an agreement with ProChamps, originally approved in August of 2019, which has since expired.  ProChamps provides services related to the registration of vacant, abandoned and foreclosed properties. This agreement will allow them to continue to provide these services at the same rate as previously agreed to $110.00 fee per registration.

 

Ordinances

Approval of Plan Commission Report 21.16 and Ordinance (21-048) for an Amendment to Special Use Permit for a Planned Development with Extended Hours of Operation, Galleria de Arte, 550 W. Boughton Road, Ernest Brown; Applicant

Trustees voted to accept the Plan Commission report and approve a revised Special Use Permit.  The Village Board of Trustees approved the original Special Use Permit for a Planned Development to allow Galleria de Arte Art Gallery in May 2019. The applicant requested a Special Use Permit to allow live entertainment and remain open until 11 p.m. on Thursday, Friday and Saturday.

 

The Plan Commission reviewed and recommended Approval.

 

Approval of Plan Commission Report 21.17 and Ordinance (21-049) for Approval of a Special Use Permit for a Planned Development, G & W Electric, 245 & 305 W. Crossroads Parkway, John Pederson; Applicant

Trustees voted to accept the Plan Commission report and approve a Special Use Permit to allow for the installation of a Battery Energy Storage System, which would be comprised of cargo containers that store the flow batteries that power electronics. The system is comprised of cargo containers that hold the vanadium fluid and power electronics, which would be installed in conjunction with rooftop solar panels, as part of a microgrid used to help the company obtain 24/7 premium power during a loss of power from the local provider.  The containers will be screened in a manner approved by the Village.

 

The Plan Commission reviewed and recommended Approval.

 

Approval of Plan Commission Report 21.18 and Ordinance (21-050) for Approval of a Special Use Permit for Motorcycle Sales & Service, HnH Cycles, 501 S. Weber Road, Nasir Hayat; Applicant

Trustees voted to accept the Plan Commission report and approve a Special Use Permit for a new and pre-owned motorcycle sales business.  The hours of operation would be from 10 a.m. until 7 p.m. Monday thru Saturday, closed on Sunday. No outdoor display, storage and/or testing of the vehicles would be permitted onsite. All vehicles would be stored inside the building and no mechanic work or detailing would take place within this unit.

 

The Plan Commission reviewed and recommended Approval.

 

Approval of Ordinance (21-051) Approving Negotiated Agreement Between the

American Federation of State, County, and Municipal Employees AFL-CIO Council 31, Local 2014 and the Village of Bolingbrook of (May 1, 2019 – April 30, 2023 (Subject to Attorney Approval)

Trustees voted to approve a Collective Bargaining Agreement (CBA) with AFSCME which represents the Public Works employees and certain members of the clerical staff.  The term is four years, May 1, 2019 through April 30, 2023.  It includes 2.5% wage increases on May 1, 2019, May 1, 2020, and May 1, 2021, and a wage increase of 2.75% on May 1, 2022.  The agreement includes increases in employee contributions for health insurance of 12%, 5%, 5% and 9% in years 1 through 4, respectively.  There are increases in the monthly payments for employees on the snow list for the months of November through March. List A increases from $75.00/month to $150.00/month, List B increases from $25.00 per month to $50.00/month.  Employees are also allowed to accrue 80 hours of compensatory time but must “cash out” all but 40 hours by the end of the fiscal year. Fair share has also been eliminated.  These are the main changes to the CBA.

 

The Public Safety Committee reviewed and recommended approval.

 

Approval of Ordinance (21-052) Approving Negotiated Agreement Between the Metropolitan Alliance of Police Bolingbrook Chapter #522 and the Village of Bolingbrook (May 1, 2020 – April 30, 2024) (Subject to Attorney Approval)

Trustees voted to approve a Collective Bargaining Agreement (CBA) with the Metropolitan Alliance of Police, Chapter 522, representing the Police Civilians.  The term is four years, May 1, 2020 through April 30, 2024.  The agreement includes wage increases of 2.5% on May 1, 2020 and May 1, 2021 and wage increases of 2.75% on May 1, 2022 and May 1, 2023.   The agreement also includes increases in employee contributions for health insurance in years 2, 3 and 4 of 5%, 5% and 9%, respectively, and removal of all employees from the Village Retiree Health Insurance Fund, with all employee contributions to be returned without interest.  The CBA establishes entry level salaries with wage level increases in years 1, 5, 10, and 15 tied to the achievement of Professional Development hours.  It also provides an incentive for employees with 20-25 years of service of 1% above the highest annual salary for their position and 2% above the highest annual salary of the position for employees with 25 years or more of service. The residency boundary is also extended to 30 miles. These are the main changes to the CBA.

Approval of Ordinance (21-053) Approving a Stormwater Capacity Reservation and Detention Pond Use Agreement Between 551 St. James LLC (“South Owner”) and Corporate Crossings Stormwater Management, LLC (“North Owner”) with an Agreement and Acknowledgement by the Village of Bolingbrook (Subject to Attorney Approval)

Trustees voted to approve a tri-party agreement dealing with the property at the southeast corner of Stevenson Drive and Southeast Frontage Road. Stormwater Management, LLC. (Lombardo) and 551 St. James, LLC. (LaGrou) share stormwater detention. Lombardo is re-configuring the stormwater detention basin. The Village is being asked to be a party to the agreement to confirm that the new detention area with continue to have capacity for a portion of LaGrou’s stormwater. The current grading plans and permit include sufficient capacity to continue to accept 3.70 acre feet of capacity from LaGrou.  The staff is asking that the agreement be passed subject to attorney approval since the agreement has not been signed by the parties.
