Proclamations
Arbor Day – A proclamation was presented to Kevin Engel of the Village of Bolingbrook Forestry Department. He explained that Arbor Day activities would be limited to a tree planting ceremony at the Bolingbrook Recreation and Aquatic Center at 10am on Saturday, April 24. The Village is hoping to return to the more complete schedule held prior to COVID-19 of a tree planting and community event in 2022.
Sikh Awareness and Appreciation Month – A proclamation was presented to representatives of the Sikh community in Bolingbrook. They shared the history of their culture and how they have contributed to many successes in the world and in Bolingbrook through the years.
Approval of Bills
Trustees voted to approve bills in the amount of $2,361,413.61.
Motions
Approval of a Motion to Accept the Lowest Qualified Bid from Weatherguard Roofing Company for the Roof Replacement at Fire Station 5, 1900 Rodeo Drive
Trustees voted to approve the Weatherguard Roofing Company from Elgin as the lowest responsible bidder of the seven (7) bids returned from the Request for Proposal (RFP). The project is an emergency re-roofing of Fire Station 5 as the original roof is 19 years old and, over the years, wind damage has occurred to the shingles and it is causing leaking into the station. This is a total tear off and replacement.
The Public Safety Committee reviewed and recommended approval.
Resolutions
Approval of Resolution (21R-019) Approving Purchase of Two (2) 2021 Ford Escape SE (FHEV) AWD Vehicles under the Suburban Purchasing Cooperative
Trustees voted to approve the purchase of two (2) fully equipped 2021 Ford Escape Vehicles from Currie Motors as part of the Suburban Purchasing Cooperative. The Cooperative identifies the vehicle needs of many suburban communities and bids out the combined group needs to area automobile dealers, resulting in better volume discounts than if bid individually by each community.
The units will replace two (2) 2008 Ford Taurus sedans that are out of warranty and have become a burden due to continuous and costly repairs. The new units will be among the most efficient and environmentally friendly vehicles and will be assigned to the Investigations Division.
The cost of both cars with options, plus the emergency lighting package from Fleet Safety, brings the price of each unit to $28,875.03 for a total cost of $57,750.06.
The Public Safety Committee reviewed and recommended approval.
Approval of Resolution (21R-020) Approving General Liability Insurance Coverage Renewals for 2021-2022
Trustees voted to approve the Village’s insurance coverage for the 2021/2022 fiscal year. Alliant/Mesirow is the Village’s broker of record and solicited quotes on behalf of the Village. The recommended carriers are:
Basic underlying liability coverage ($5 million) – Safety National $349,738.00
Excess liability (1st layer additional $8 million coverage) – Safety National$99,649.00
Excess liability (2nd layer additional $7 million coverage) – Allied World $67,012.00
Cyber liability – Lloyds $18,827.00
Property, casualty and marine policies – Chubb $155,540.00
Crime insurance – Hanover $2,216.00
Golf Course package (all lines of coverage) – Philadelphia Insurance $161,707.00
Airport insurance – Ace Insurance $11,779.00
Law Enforcement Liability – Indian Harbor / Kinsale $60,919.00
Underground Storage Tank – Crum and Forester $1,708.00
Total Cost $929,095.00
The total cost of the insurances provided increased by 7.3% ($62,975) over last fiscal years’ premium cost.
The Village is self-insured for the first $200,000.00 of any claim. Last year the Village’s Self Insurance Reserves was for the first $100,000 of any claim. Had the Village decided to keep this amount, the increase amount would have been 20% ($172,175). CCMSI is retained to provide claims administration on “a per claim basis” with the minimum fee being $19,000.00 a year.
The Finance Committee reviewed and recommended acceptance.
Ordinances
Approval of Ordinance (21-020) Approving Plat of Vacation of Public Utility and Drainage Easements (Lots 102, 103 and 117 in Americana Estates)
Trustees voted to approve the plat of vacation for vacating public utility and drainage easements inside parts of lots 102, 103 and 117 in the Americana Estates. One large single family home development is proposed on the multiple lots which would no longer require the easements. There are existing easements in the back yard and front yard to serve the Village’s and other utility companies’ needs.
Approval of Ordinance (21-021) Approving Plat of Consolidation and Vacation of Public Utility and Drainage Easements (Lots 49 and 50 in Americana Estates)
Trustees voted to approve the combining of lots 49 and 50 and vacating public utility and drainage easements between lots 49 and 50 in Americana Estates. A single family home development is proposed on the multiple lots which would no longer require the easements. There are existing easements in the back yard and front yard to serve the Village’s and other utility companies’ needs.
Approval of Ordinance (21-022) Amending Chapter 13 of the Municipal Code Decreasing Class “C-5” from Three (3) to Two (2) – BGL Bolingbrook Holdings LLC d/b/a Marriott Springhill Suites – 125 Remington Blvd
Trustees voted to approve the decrease of Class C-5 Liquor Licenses from three (3) to two (2) to reflect the sale of the property. BGL Bolingbrook Holdings LLC d/b/a Marriott Springhill Suites has been purchased and has new owners. The Village code requires a liquor license be rescinded if an owner sells an establishment.
