Proclamation
Municipal Clerks Week
Mayor Alexander-Basta presented a proclamation highlighting the contributions made by Municipal Clerks in all communities and thanked Village Clerk Marti Barton for her ongoing efforts to provide a variety of services to the Village and its residents. .
Public Hearing
- Bolingbrook Fiscal Year 2022-2023 Proposed Budget for All Funds
Trustees voted to open the Public Hearing to present the highlights of the proposed budget for the upcoming Fiscal Year. The Public Hearing notice was published in the Daily Herald newspaper April 15, 2022 giving notice on the proposed budget for all funds for the 2022 – 2023 fiscal year.
The Budget was prepared by staff and presented at a Budget Workshop on Saturday, April 9, 2022. Each department made a presentation about their portion of the budget.
Large revenue items are split by 40.4% Sales Tax, 12.6% State Income Tax, 5.6% Transfer Tax, 4.9% Restaurant and Liquor Tax, 2.5% Hotel Tax and 3.4% Gasoline Tax.
The above are 69.4% of the revenue in the proposed General Fund budget. While this is up from last year where these revenue sources were 68.7% of the General Fund, they are still below Fiscal Year 2020-2021 of 70.6%.
The budget presented is balanced. The General Corporate Fund includes $89,180,674.00 of which $55,625,253.00 (62.4%) is for wages and benefits. The 2022-2023 Fiscal Budget including all funds and transfers is $169,096,080.00.
No one present at the Board meeting asked to speak about the budget and, as such, Trustees voted to close the Public Hearing.
- Pulte Property (Sawgrass Townes) - Annexation and Annexation Agreement – 11349 S. Naper/Plainfield Road
Trustees voted to open the Public Hearing to discuss the proposed action. On April 20, 2022, the Plan Commission, at the request of staff, motioned to continue the Public Hearing pertaining to the Rezoning from E-R to R-3 and a Special Use Permit for a Planned Development with Variances, Preliminary Development Plan and Preliminary Plat of Subdivision, which is contingent on the approval of the aforementioned Annexation and Annexation Agreement.
Therefore, Trustees voted to continue this public hearing to the regularly scheduled Village Board meeting on May 24, 2022 to allow for additional discussion.
Approval of Bills
Trustees voted to approve bills in the amount of $4,083,240.94.
Motions
Motion to Approve Avalon as Successful Bidder for the Motor Fuel Program in the Amount of $426,252.00
Trustees voted to approve the bid for the Motor Fuel Program. Four bids for this program were sent out and two bids were received, with Avalon as lowest bidder. The fuel price is set by the daily “rack price” and is established by OPIS (Oil Price Information Service). The Delivery charge is .011 cents per gallon for diesel and a deduction of .019 cents per gallon for unleaded.
The Public Services and Development Committee reviewed and recommended approval.
Resolutions
Approval of Resolution (22R-019) Approving Purchase of Flock Safety Falcon License Plate Reader Cameras, Software and Usage Service
Trustees voted to approve the proposal for equipment, software, and services. The Village is purchasing 18 cameras along with the software which will be used by the Police department to automatically detect license plates and create images and recordings of suspect’s vehicles. The cameras will be placed in strategic high traffic locations throughout the Village. The cost is $49,500.00 for the first year and includes installation and maintenance of cameras and database. The recurring lease fee is $45,000.00 per year.
The Public Safety Committee reviewed and recommended approval.
Approval of Resolution (22R-020) Approving General Liability Insurance Coverage Renewals for 2022-2023
Trustees voted to approve the Village’s insurance coverage for the 2022/2023 fiscal year. Alliant is the Village’s broker of record and solicited quotes on behalf of the Village. Total Cost is $1,254,783.00.
The total cost of the insurances provided increased by 35% ($325,688.00) over this years’ premium cost.
The Village is self-insured for the first $200,000.00 of any claim. CCMSI is retained to provide claims administration on “a per claim basis” with the minimum fee being $20,500.00 a year.
The Finance Committee reviewed and recommended approval.
Approval of Resolution (22R-021) Approving Grant of a Public Utility Easement on Part of Lot 1 in Indian Boundary Park
Trustees voted to approve the granting of an easement for Verizon who is requesting to install a new fiber optic service to a cell tower which is located on the grounds of Village Sewer Plant #2. The easement will be twelve feet wide and will run along the east and north fence line of the property.

Approval of Resolution (22R-022) Identifying Certain Properties as Benefitted Properties Subject to the Village’s Roadway Reimbursement Ordinance (Kings Road)
Trustees voted to approve the resolution which provides supplemental notice to two (2) landowners/future buyers that a recapture amount is due the Village upon development of the property. The Village has expended significant funds to improve Kings Road from Hassert Boulevard to Rodeo Drive and said improvements are reimbursable by adjacent landowners.

Ordinances
Acceptance of Plan Commission Report PC 22.05 and Approval of Ordinance (22-022) Approving a Special Use Permit for a Planned Development with Variances, Final Development Plan, and Final Plat of Subdivision, Northern Tool and Equipment, 324 S. Bolingbrook Drive, Anmar, Atchu, The Hinman Company; Applicant
Trustees voted to accept the Plan Commission report and approve the accompanying Ordinance. The applicant is requesting approval of a Special Use Permit for a Planned Development with Variances, Final Development Plan, and Final Plat of Subdivision for the division of one lot of record into two lots and to allow for the construction of a retail store. Parcel 1 will be 13.482 acres and will continue to be the Bolingbrook Commons Shopping Center and Parcel 2 will be 1.631 acres and would be created for the proposed Northern Tool and Equipment.
Acceptance of Plan Commission Report PC 22.05 and Approval of Ordinance (22-022) Approving a Special Use Permit for Outdoor Dining, Fill-A-Pita, 282 S. Weber Road, William Warman, William Warman Architects; Applicant
Trustees voted to accept the Plan Commission report and approve the accompanying Ordinance. The applicant, William Warman of William Warman Architects is requesting a Special Use Permit to have outdoor dining at Fill-A-Pita located at 282 S. Weber Rd. The outdoor dining area constructed will contain 442 square feet of space along the southeast wall of the building within an existing landscaped area. It will consist of approximately six tables and 12 seats to be used weather permitting and the hours of operation will coincide with the indoor restaurant.
Approval of Ordinance (22-024) Approving Final Plat of Subdivision (Carlow Corporate Center West Phase 2B) Northern Builders, Inc.
Trustees voted to approve this Ordinance which approves a Final Plat of Subdivision for Phase 2B which subdivides the one lot into three (3) lots. Northern Builders is the applicant. The subject property is comprised of 61.283 acres and is located south of Rodeo Drive and west of Dalton Road.
Approval of Ordinance (22-025) Amending the Bolingbrook Annual Budget, 2021-2022 Fiscal Year
Trustees voted to approve this Ordinance which approves interfund and expense transfers. During the fiscal year some budgetary items exceed the original budgeted amount. In order to balance the budget, the staff prepares an amended budget at the end of the year. This transfers amounts between line items and accounts so they balance. This is part of the yearly “close out” and audit preparation process.
Total receipts and revenues from all funds during the fiscal year 2021-2022 were $148,797,616.00. Total expenses including capital improvements were $157,972,727.00.
Approval of Ordinance (22-026) Adopting the Bolingbrook Annual Budget, 2022-2023 Fiscal Year
Trustees voted to approve this Ordinance which adopts the Village’s 2022-2023 Fiscal Budget as discussed at Public Hearing earlier in the agenda.
Approval of Ordinance (22-027) Amending Fees, Charges, and Other Regulatory Measures (Fee Schedule)
Trustees voted to approve this Ordinance which updates the Village Fee Schedule to reflect increases in the new Fiscal Year. The Village Code sets forth automatic increases as of May 1 for certain wastewater charges and for certain ambulance fees.
Approval of Ordinance (22-028) Amending Chapter 6 of the Municipal Code Decreasing Class “D-4” (Brewery) from One (1) to Zero (0) and Class “D-1” (Outdoor) from Twenty (20) to Nineteen (19) – Rock Bottom Restaurant & Brewery – 639 E. Boughton Rd Ste 100
Trustees voted to approve this Ordinance which modifies the inventory of approved liquor licenses due to the recent closing of Rock Bottom.
