Proclamations
POW/MIA Recognition Day – Representatives of Veterans of Foreign Wars Post 5917 and American Legion Post 1288 accepted the proclamation acknowledging all of those US Veterans who remain as Prisoners of War and/or Missing in Action.
“Help the Knights of Columbus’ Help Citizens with Intellectual Disabilities Days” – Tootsie Roll Drive – The Knights of Columbus from St. Dominic and St. Francis churches in Bolingbrook accepted the proclamation acknowledging the Tootsie Roll fundraising effort on locations in Bolingbrook this weekend from September 17-19. All funds support Intellectual Disability support programs in Bolingbrook and the Special Olympics.

Approval of Bills
Trustees voted to approve bills in the amount of $2,548,748.08.
Resolutions
Approval of Resolution (21R-057)Authorizing Proposal from G. Fisher Commercial Construction, Inc. for Stairwell Smoke Enclosure for Fire Station No. 1
Trustees voted to approve the proposal for construction of a stairwell enclosure of the open stairwell at Fire station Number 1. This enclosure will provide a secure means of egress for fire personnel to exit the building in the event of a fire on the main floor. This is an approved 2021/2022 annual budget item and the total cost is $41,275.96.

Approval of Resolution (21R-058) Approving Purchase Under the Suburban Purchasing Cooperative Contract #182 for a Replacement Ford F550 Service Body
Trustees voted to approve the purchase of a replacement Ford F550 Service Body. EJ Equipment is to assemble maintainer equipment onto Ford F550 body. This is replacement for Unit 2022, a 2008 Ford F550. The service body will be used like a mobile shop for Utilities and the Utilities Division will use it for treatment facility and sewer collection infrastructure maintenance. The total cost is $147,029.00.

Approval of Resolution (21R-059) Approving Purchase from McCann Industries Per Sourcewell Contract #32119-CNH Replacement One Case 621G Wheel Loader
Trustees voted to approve the purchase of a replacement of unit 202, a 2008 Case 621E Loader. A wheel loader is also known as a bucket loader. This will be used for loading salt into plow vehicles, snow removal, clearing of courts and smaller parking areas and used by concrete, asphalt sections on roadway projects. This is a 2021-2022 budgeted item and is for a total cost of $187,690.00.

Approval of Resolution (21R-060) Approving Purchase from McCann Industries Per Sourcewell Contract #32119-CNH Replacement One Case CX26C Mini Excavator
Trustees voted to approve the purchase of new equipment for sewer excavation and repairs. The new vehicle will provide access to residential property for sewer repair/replacement and will help provide less intrusion to private property. This is a 2021-2022 budgeted item at a total cost of $40,398.00.

Approval of Resolution (21R-061) Approving Agreement with Illinois Convenience & Safety Corporation Regarding Transit Shelters
Trustees voted to approve the renewal agreement which establishes terms under which the Village will allow IC & SC to locate, maintain and construct local transit advertising shelters within the Village’s right-of-ways. The Village will receive 20% of the gross billings generated by the rental space of shelters within the Village but not less than $500 per shelter, per year.

Approval of Resolution (21R-062) Approving a Contract with Harris Golf Carts for the Purchase of Golf Carts, Golf Utility Carts and the Lease of GPS Equipment
Trustees voted to approve the contract to replace existing equipment at the Bolingbrook Golf Club. The equipment must be ordered now in order for a May/June 2022 delivery. Money from the golf club’s operational budget will repay the cost of the equipment in six (6) installments per year over five (5) years. The total cost is $686,360.00, which includes the trade in value of the existing equipment at a total amount of $237,450.

Ordinances
Approval of Ordinance (21-043) Adopting and Enacting a New Code for the Village of Bolingbrook, Illinois; Providing for the Repeal of Certain Ordinances Not Included Therein; Providing a Penalty for the Violation Thereof; Providing for the Manner of Amending Such Code; and Providing When Such Code and This Ordinance Shall Become Effective
Trustees voted to approve the contract and effort which recodifies the Village Code. There has never been a total legal review and recodification process by a Code company of the Village’s Municipal Code in Village history.
Former Clerk Carol Penning initiated this process. The Village Board approved the recodification of the Village Code per Resolution 19R-024 on April 30, 2019. The Municode Corporation took the current Village Code and reviewed it to identify areas that were incomplete, obsolete, or inconsistent with state law, and gave the code an improved and modernized organizational scheme so sections of the code were relocated. Grammatical and style issues within the code text were also corrected or improved.
Village staff then initiated the laborious process of reviewing the proposed draft of the code and made suggestions. Other than removing obsolete sections of the code that are no longer relevant, such as water system billing, volunteer fireman and reserve officers there were no substantive changes to the code in this ordinance.
The code will now be available online in the next 24-48 hours and will be easily searchable.
Approval of Ordinance (21-044) Establishing Fees, Charges, and Other Regulatory Measures (Fee Schedule)
Trustees voted to approve all the fees in the Village. Please note the fees are not being increased in this ordinance, they remain the same as set forth in the original code before the recodification, but now will be set forth in a separate fee schedule. This will make it easier for the public to find any Village fees.
Approval of Ordinance (21-045) Amending Chapter 46 “Taxation” of the Bolingbrook Municipal Code to Impose a Municipal Cannabis Retailers’ Occupation Tax
Trustees voted to impose a 3% sales tax on any retail sale of adult use cannabis within the Village. The Village does not currently have any adult use cannabis dispensaries, but, if it does in the future, this Ordinance is necessary to ensure the business is taxed by the Village. This Ordinance must be passed prior to October 1, 2021 in order for the State to collect and distribute any adult use cannabis sales tax revenue to the Village in 2022.
Approval of Ordinance (21-046) Amending Chapter 13 of the Municipal Code Decreasing Class “D” from One Eighteen (18) to Seventeen (17) and Class “D-1” from Twenty-Four (24) to Twenty-Three (23) – Francesca’s Bolingbrook, LLC (641 E. Boughton Road., #155)
Trustees voted to approve a reduction in “D” and “D-1” liquor licenses for an establishment which closed. Francesca’s Bolingbrook LLC doing business as Francesca’s at the Promenade has closed its’ doors. In fact, all Francesca restaurants have closed. The decrease to both the Class “D” full service license and the Class “D-1” outdoor license is to reflect the closing of the restaurant.
