Proclamation

VFW – Poppy Days

Mayor Alexander-Basta presented a proclamation to the Veterans organizations acknowledging their efforts in supporting disabled veterans by accepting donations.  The Veterans will be out in the community collecting donations.

 

Presentations

VFW Post 5917 and American Legion Post 1288 Public Service Awards

The Bolingbrook Armed Services Veterans organizations presented certificates of appreciation to the following Village of Bolingbrook employees for their dedication to the residents of Bolingbrook.  Each year, the Veterans honor Village employees in this manner.

  • Police Department – Officer James Albright
  • Fire Department – Firefighter/Inspector Nicole McGowan

 

National Pollutant Discharge Elimination System (NPDES) – Stormwater

Ben Brus, a Foreman in Public Services, provided an overview and updates on the Village’s programs and actions for stormwater management in alignment with NPDES.  

 

Approval of Bills

Trustees voted to approve bills in the amount of $1,264,893.13.    

 

Motions

Motion to Accept Low Bid from Elmhurst-Chicago Stone Company in the Amount of $19,320.00 for 2022/2023 Motor Fuel Tax (MFT) Materials Group No. 1 – Concrete & Aggregates (Gravel)

Trustees voted to accept the sole bid for these materials which are part of the annual street maintenance program. One bid packet was sent out and one was returned.

 

The cost is $5,680.00 under the budgeted amount of $25,000.00.

 

The Public Services and Development Committee reviewed and recommended approval.

 

Motion to Accept Low Bid from Globe Construction Company in the Amount of $310,925.00 for the 2022/2023 MFT Sidewalk Program

Trustees voted to accept the sole bid for these materials which are part of the annual street maintenance program. One bid packet was sent out and one was returned.

 

The cost is $5,680.00 under the budgeted amount of $25,000.00.

 

The Public Services and Development Committee reviewed and recommended approval.

 

Motion to Accept Low Bid from Superior Road and Striping in the Amount of $145,500.00 for the 2022/2023 MFT Pavement Marking Program

Trustees voted to accept the low bid.  Four bid packets were sent out and four were returned. The cost is $39,500.00 under the budgeted amount of $185,000.00. 

 

The Public Services and Development Committee reviewed and recommended approval.

 

Motion to Accept Low Bid from Traffic Control Corporation in the Amount of $49,335.00 for the 2022/2023 MFT Materials Group No. 1 LED Illuminated Street Signs

Trustees voted to accept the low bid.  Three bid packets were sent out and one was returned. 

 

The cost is $665.00 under the budgeted amount of $50,000.00.

 

The Public Services and Development Committee reviewed and recommended approval.

 

Motion to Accept Low Bid from Denler, Inc. in the amount of $238,800.00 for the 2022/2023 MFT HMA Crackfilling Pavement Program

Trustees voted to accept the low bid.  Three packets were sent out and three were returned. 

 

The cost is $61,200.00 under the budgeted amount of $300,000.00.

Resolutions

Approval of Resolution (22R-023) Amending Resolution (22R-015) for Maintenance of Streets and Highways by the Village of Bolingbrook Under the Illinois Highway Code with the Illinois Department of Transportation

Trustees voted to approve this modification to the annual Village budget.  Resolution (22R-015) was passed in February 2022 and was for the amount of $7,422,400.00. The Resolution was for the maintenance of streets and highways by the Village under the Illinois Highway code.  This amending resolution obligates a revised MFT allotment of $8,222,400.00 for the Village, an increase of $800,000.00. The amended Resolution is required due to the increase in the cost of asphalt and the Village has unobligated MFT money to cover the increase in cost.

Ordinances

Approval of Ordinance (22-029) Amending Chapter 14 of the Municipal Code (Bolingbrook Emergency Management Agency)

Trustees voted to amend the Village Code. Due to the recodification, inadvertently Ordinance (13-007) was omitted from the text.  This Ordinance codifies that Ordinance in its entirety into Chapter 14 of the Village Municipal Code. 

 

Approval of Ordinance (22-030) Amending Chapter 6 “Alcoholic Beverages”, Article II “Retail Liquor Dealer License” (Change of Partners and Corporate Officers; Cessation of Business)

Trustees voted to amend this Ordinance adds additional types of officers for clarification purposes.  It also adds a section to the liquor code which will allow for a liquor license to automatically terminate when a licensee ceases to sell alcoholic liquors for thirty continuous days.  That class of license will automatically decrease by one.
