Lee Bush Jr. of Operation Christmas gave an overview of the program history and this year’s activities to provide Christmas for families in need.

Trustees voted to approve bills in the amount of $1,950,299.56.
Resolutions
Approval of Resolution (22R-075) Approving Purchase of Rock Salt per the State of Illinois Joint Purchasing 2022-2023 Bulk Rock Salt Contract
Trustees voted to approve the purchase of rock salt. This is for a purchase of 4,600 tons of rock salt at $76.63 per ton, an increase from last year’s price which was $50.58 per ton. The Village saves on cost by participating in a joint purchase with the State and surrounding communities.
The supplier is Morton Salt and the total cost is $352,498.00.

Approval of Resolution (22R-076) Approving Purchase from AHW, LLC of a John Deere 1575 Terrain Cut Two Stage 4 X 4 Enclosed Cab with Snow Blower
Trustees voted to approve the purchase of replacement equipment which replaces a 17-year-old John Deere 5210 Front Mower and Snow Blower and includes a trade-in of a 2005 John Deere 1435.
This is a budgeted item with a total cost of $35,137.09 and this includes a $6,000.00 credit for the trade.

Approval of Resolution (22R-077) Approving a Purchase of a Traffic Cabinet from Traffic Control Corporation
Trustees voted to approve this purchase of equipment. This will be an additional cabinet kept in our inventory in the event an emergency replacement is needed. The cabinet is used for the operation of Village traffic signals.
The cost is $30,455.00 and includes the supply cabinet and hardware.

Approval of Resolution (22R-078) Approving a Purchase of a Scorpion II Mash Trailer Attenuator from Street Smart Rentals, LLC
Trustees voted to approve this purchase of equipment which is a crash trailer to assist in reducing injury as a result of rear end crashes by absorbing the impact. It is thirteen feet long and can be used with multiple vehicles.

Approval of Resolution (22R-079) Approving Third Amendment to Intergovernmental Agreement By and Between the Village of Bolingbrook, Village of Romeoville and the Village of Plainfield Regarding Sharing Costs of I-55 Interchange (SUBJECT TO ATTORNEY APPROVAL)
Trustees voted to approve this agreement which is the third Amendment to an Intergovernmental Agreement with Romeoville and Plainfield regarding cost sharing for Phase 1 Engineering. The Villages have been working together to complete an access justification report on phase I study for additional interchanges on I-55. The original Agreement was entered into on August 25, 2009, (09R-054) and was amended twice, first in July 2011 and second in July 2017. Due to additional work required, there have been additional costs to complete the study.
The Village’s share of the remaining cost is $94,166.93.

Approval of Resolution (22R-080) Approving Purchase of a Ford F250 Pickup from Currie Motors Through the Suburban Purchasing Cooperative
Trustees voted to approve this purchase of a new vehicle. This new 2023 vehicle will be used by the second Utilities Foreman for rounds, snowplow of courts, and plowing of treatment facilities.
This is a budgeted item with a total cost of $50,449.00.

Approval of Resolution (22R-081) Approving Purchase of Three Ford Pickups Through the Suburban Purchasing Cooperative Contract)
Trustees voted to approve purchase of these replacement vehicles. This purchase replaces Unit 34, a Chevy pickup with 95,000 miles; Unit 35, a Ford pickup with 56,000 miles; and Unit 2030, a Ford pickup with 104,000 miles. The new vehicles are replacements per our vehicle replacement schedule.
This is a budgeted item with a total cost of $144,120.00.

Approval of Resolution (22R-082) Approving Proposal for Renewal of Workers’ Compensation Insurance with Illinois Counties Rick Management Trust (ICRMT)
Trustees voted to approve the proposal which renews the Village’s Workman’s Compensation Policy for December 1, 2022 to December 1, 2023 with Illinois Counties Risk Management Trust (ICMRT). The Village is self-insured for the first $200,000.00 of each claim after which the ICRMT “umbrella” kicks in.
This year’s total cost is estimated at $2,570,503. The fixed premium is $1,078,503.00, an increase of $58,183.00 from last year. Premium reflects the recent and historical workers’ compensation loss experience. There is also an oversight fee of $40,000.00 paid to Alliant/Mesirow as a pass through for attorney fees. Alliant, the Village’s Broker of Record, worked with staff on the proposal.

Approval of Resolution (22R-083) Approving Proposals from Alliant Insurance Services for Renewal of Insurance and Administrative Contracts
Trustees voted to approve these renewal proposals. Blue Cross/Blue Shield covers the Village’s Employee Group Health and Life benefits. The Village is self-insured (SIR) for the first $95,000.00.
The renewal is for calendar year 2023 with November designated for “open enrollment”.
The Village’s fixed cost increases from $1,206.184.96 to $1,292,323.88. The claim liability is expected to increase decrease from $8,061,903.72 to $8,332.348.44, a 3.4% increase.
The annual fixed cost of the dental program is $20,939.76 and the expected annual claim liability including the SIR is $427,207.68 which is a 5.4% increase.
Dearborn National and Pay Flex continue to provide Life, Accidental Death and Dismemberment (AD & D) and COBRA administration. The annual estimated premium is $99,289.95 which is the same as the current year. Total estimated annual cost of employee benefits is $10,151,169.95.

Ordinances
Approval of Ordinance (22-066) Amending Chapter 32 “Law Enforcement” of the Bolingbrook Village Code (Police Department)
Trustees voted to approve the Ordinance which reorganizes the police department. It adds one captain, removes one lieutenant, and adds three patrol officers. This will increase the police coverage in Bolingbrook by adding an additional patrol beat for the Village based on geographic call volume and to help prepare the implementation of a body camera program.
The Finance Committee reviewed and recommended approval.
Approval of Ordinance (22-067) Amending Chapter 6 of the Bolingbrook Village Code Increasing Class “C-8” from One (1) to Two (2) – Wholey Granoly (714 E. Boughton Rd)
Trustees voted to approve this Ordinance which increases the number of “C-8” beer and wine licenses to accommodate the users request for a license.
Approval of Ordinance (22-068) Amending Chapter 1 (“General Provisions”) of the Bolingbrook Village Code Regarding Definitions, Manner of Amendments, and Manner of Keeping the Village Code
Trustees voted to approve this Ordinance. This is part of a regular effort to conduct a comprehensive review, cleanup, and modernization of the Village’s Code of Ordinances. This Ordinance reflects recommended changes following a review of “Chapter 1” and the general terms and provisions of the Village Code. Specifically, the changes clarify how certain terms are defined throughout the Code and explain that the entirety of the Code is available and accessible online.
Approval of Ordinance (22-069) Amending Chapter 2 (“Administration”) of the Bolingbrook Village Code Regarding the Organization of Village Departments, Officials, and Meetings
Trustees voted to approve the Ordinance which is also part of a regular effort to conduct a comprehensive review, cleanup, and modernization of the Village’s Code of Ordinances. This Ordinance reflects recommended changes following a review of “Chapter 2” and the administration of the Village’s government. Specifically, this Ordinance makes modifications to echo changes in State law, to provide clarity regarding the Village’s departmental structure, and to reflect the desired manner in which the Village government is efficiently administered and organized. The Ordinance further provides the Village Board the option to consider a “consent agenda” during Board Meetings.
