Proclamations
Cyber Security Awareness Month – Village of Bolingbrook Chief Information Officer James Farrell accepted the proclamation highlighting importance of the many steps that can be taken to protect one from the many information technology security breaches that are attempted each day. He explained that residents can access information regarding cybersecurity awareness on the Village website. He also demonstrated several areas of the website that residents can get accurate information regarding Village operations, such as the Garbage pickup schedule.
Citizens Against Abuse Month – Reverend Elmer Harris, who leads the organization, accepted the proclamation acknowledging the 23rd year of service provided by the organization in Bolingbrook to bring awareness and offer services and approaches to prevent many kinds of abuse. He also mentioned the annual rally being held at The Levy Center on Thursday, October 14.
Approval of Bills
Trustees voted to approve bills in the amount of $1,189,136.06.
Motions
Approval of Motion to Approve Payment on Invoice #F2-91432 from Cummins Sales and Service
Trustees voted to approve payment for an emergency repair of Fire Engine 1, Unit 4098 is needed because of internal damage due to a head gasket failure. This was a rebuild of the engine in the Village’s 2009 Ferrara fire engine. The total cost is $20,253.89.
This was approved by the Public Services Committee.
Resolutions
Approval of Resolution (21R-071) Approving Annual Renewal of MUNIS Software Licenses and Maintenance (Tyler Technologies, Inc.)
Trustees voted to approve the annual license and software support renewal. This software consists of accounting, business license, utility billing, general ledger and payroll modules. The total cost is $162,763.00.
The Finance Committee reviewed and recommended approval.
Approval of Resolution (21R-072) Approving MUNIS Cashiering Module, License and Maintenance (Tyler Technologies, Inc.)
Trustees voted to approve the purchase of a new module within current software from Tyler. The software will be more efficient of handling payments collected through Finance Department. The module will allow for monitoring real-time balances across cashier batches and department and will allow residents the ability to make full or partial payments and payments on multiple bills in a single transaction.
The total cost is $52,500.00.

Ordinances
Approval of Plan Commission Report 21.15 and Ordinance (21-054) for a Special Use Permit for a Planned Development for a Spa Establishment (Abundant Health Day Spa) 477 N. Bolingbrook Drive; Poh Wan Pang; Applicant
Trustees voted to accept the Plan Commission report and approve a spa establishment at 477 N. Bolingbrook Drive. Per the applicant, the spa’s mission is to promote relaxation, stress relief, a pain-free lifestyle through therapeutic bodywork. The focus is to provide natural solutions to provide a happier and healthier lifestyle. The therapists will speak with the clients in regards to their symptoms, medical history and provide guidance in order to achieve their desired results.
The Plan Commission reviewed and recommended Approval.
Approval of Ordinance (21-055) Amending Certain Provisions of Article I and Article II of Chapter 22 (Fire Protection) of the Municipal Code of the Village of Bolingbrook (Fire Prevention Bureau and Fire Department)
Trustees voted to approve a a housekeeping ordinance, it updates and/or removes outdated information in the fire department provisions. The code now reflects current department policies and procedures.

Approval of Ordinance (21-056) Amending Certain Provisions of Article II (Police Department) of Chapter 32 (Law Enforcement) of the Municipal Code of the Village of Bolingbrook (Administration)
Trustees voted to approve a a housekeeping ordinance, it updates and/or removes outdated information in the police department provisions. The code now also provides for the position of captain and the duties are defined therein.

Approval of Ordinance (21-057) Amending the Personnel Policy Manual of the Village of Bolingbrook (Subject to Attorney Approval)
Trustees voted to approve an update to the Village’s Personnel Manual. The last time it was updated in its entirety was 2008. Since then, certain sections were updated as negotiated agreements, case law or state statute dictated. This agreement before you removes positions and their titles that no longer exist within the Village and updates new titles that have been previously passed in ordinances over the past 13 years. The nepotism, non-discrimination, violence in the workplace, sexual harassment/unwelcome conduct, gift ban, and drug-free workplace policies have all been clarified, expanded and updated. This manual also aligns with the current Americans with Disability Act, the Pregnancy Rights Act, and the Family Medical Leave Act. Over time numerous contracts have been negotiated with our six (6) unions, and this new manual aligns with several of those for our non-union employees, including new language for part-time employee furlough, adopting Christmas Eve as a full holiday, and creates comparable compensation for appointed personnel in police and fire administration. Lastly the manual creates a clearly defined cell phone use and reimbursement policy, along with a new clearly defined employee dress code.

Approval of Ordinance (21-058) Approval of Reduction of Tap-On Fees for the Springs at Lily Cache Creek
Trustees voted to approve a modification to the connection charge for a new residential development. In the past the Village has reduced the connection charge (tap-on fee) for use of the Village's wastewater system for other multi-family dwellings building being developed because there is a lesser amount of wastewater usage per dwelling unit in multi-family dwellings than the wastewater usage for single family dwelling units and townhouses.
The Village will be reducing the connection charge from $12,000.00 per dwelling unit to $11,500.00 per dwelling unit for a total of 320 units for the Springs at Lily Creek development in light of increased supply chain costs, increased costs of sewer work on site, COVID cost increases and due to the average number of people per unit being lower than in single family housing which leads to lower wastewater impact on the village’s sanitary system.
